simple...hook up your router/modem to ups and use your laptop

If you don't have ups then make your system automatically start when electricity comes back from bios, make your windows automatically logon and add your downloading software in windows startup.

Automatic Power On can screw up your computer. Internet Speed is good these days you can download a movie easily.

Power Surge can damage your components or like fluctuations. So forget the auto turn on feature.

Use some laptop or download manager like Getright.
